The Alliance for Secure and Accessible Payments (ASAP) advocates for increased access to the federal payments system to modernize the way businesses send and receive payments.

Right now, only banks can directly access the federal payment infrastructure needed to settle transactions. Digital payment services should be allowed to compete against banks in the payment system to empower American businesses to move money faster, more cost effectively, and more efficiently. 

More competition in the payments marketplace will help small businesses.

Limited competition means banks can charge costly junk fees to boost their profits. Direct access for digital payments companies would mean fewer and lower fees as well as more choices for businesses and consumers. When big banks are forced to compete, Americans will get a better deal. A typical small business will save $5,000 to $15,000 annually through lower swipe fees and other costs, fewer chargebacks, and other improvements.

Increase Payment Speed & Efficiency

Transactions should be instant, but it often takes much longer for deposits and checks to clear. A competitive payments system will mean goodbye to “bankers’ hours,” and allow money transfers to happen in milliseconds instead of multiple days. Innovative digital services will also allow for real-time payment confirmation and faster, cheaper international money transfers.

Under a federal payments charter, new digital payment services would be well-regulated to ensure they can securely hold and transmit customer funds.
